"The United States is proposing to expand the presidential guard for the Palestinian Authority president Mahmoud Abbas, to 6,000 men from the current 3,500 in a $26 million plan to strengthen Mr. Abbas and reduce the security chaos in the Authority, donors briefed by Washington’s security coordinator for the Palestinians said Wednesday."
