"women and children"

Sometimes for the US government propaganda machine, "women and children" is a mere euphemism for rebels in faraway lands who are approved and/or armed by the US government.  I remember during the Afghan war in the 1980s, whenever Russian army bombed US-created Jihadi terrorist "mujahideen", US government and media reported that as "women and children".
